On Review of Potential Domestic and Foreign Funding Opportunities:

The Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point, together with Ministry of Finance and national and international partners taking part in the implementation of the Strategy, has prepared the fourth edition of the Review of Potential Domestic and Foreign Funding Opportunities, intended for NGOs, Local Governments, SME and Entrepreneurs in Serbia. The Review aims to contribute to higher awareness of all partners and shall provide insight into resources for implementing various program and project activities placed at disposal of non-government organizations, municipalities, small and medium-sized enterprises, entrepreneurs and individuals.

The Review provides an answer to a frequently asked question in the whole of Serbia: who should a concrete project proposal be submitted to. In this regard, the Review provides assistance to those who already know what they need what changes they wish to attain and what steps should be taken so as to achieve them. For that reason, our intention is to regularly publish updated versions of the Review with the latest information, and distribute it to a large number of stakeholders.

We have given our best to make the Review as informative and practical as possible, and for it to be a useful guide for raising funds from domestic and international donors and state institutions.

We are hoping that the fourth edition of the Review of Potential Domestic and Foreign Funding Opportunities shall fulfill its purpose and prove to be additional stimulation for the involvement of all beneficiaries who may contribute to the implementation of recommendations of the Poverty Reduction Strategy in Serbia and the improvement of the quality of life of its citizens.

Everyone who works and plans is well acquainted with two stages of project development: turning an idea into a consistent plan of actions with clear objectives and deadlines which should be met, and the other when financial resources should be sought from a donor for its implementation. Everyone who has been involved in project development may confirm that it is easier to prepare a project than to finance it.

Donor resources are not only limited, but also have to be sought at different addresses and used under different conditions which not many people are acquainted with in detail. Therefore, the initiative of the Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point, which attempts to provide an overview of potential resource for which non-government organizations, local governments, small and medium-sized enterprises and entrepreneurs may apply directly, represents valuable assistance to numerous social partners for the realization of their initiatives.

Fight against poverty and mitigation of its far-reaching consequences on many people, who may not on their own and without assistance hope for a better life, is a very difficult task. It is easier if burden is shared among social partners – state bodies and institutions and social organizations and citizen associations. We expect that simple information on donors and learning about conditions for submitting projects shall contribute to a faster and more efficient implementation of good projects and initiatives in favor of the most disadvantaged.

We hope that an efficient tool has been developed which shall facilitate the identification of needs and enable efficient linking with donors. We hope that better accessibility and knowledge of donors shall result in new ideas, initiatives and projects clearly directed at solving the problem of poverty in most deprived communities.

Program Title

Junior Faculty Development Program

Aim of the program/project

The primary and distinct goal of the JFDP is to provide university instructors from Serbia with training in their academic fields. Participants in the JFDP are also encouraged to forge relationships between U.S. universities and their home universities, in order to support ongoing contact and collaboration. JFDP Fellows work closely with faculty mentors from host universities in the United States to develop their knowledge in their fields of study, to gather new academic materials and resources, to garner new educational perspectives, and to enlighten U.S. faculty and students on education and life in their home countries. Throughout their stay in the United States, JFDP Fellows observe and listen to courses, attend academic conferences, and may be invited to teach or co-teach classes at a U.S. university. Fellows do not earn academic degrees, credits or transcripts through the JFDP, and must return to their home countries after completing the program.

Program Title

American - Serbia & Montenegro Youth Leadership Exchange (A-SMYLE) 2008-2009

Aim of the program/project:

The program enables students to learn about civic responsibility and community activism to see firsthand how democracy is practiced in the US, as well as to educate Americans about their country and culture. The program was established to provide young people in Serbia and Montenegro an opportunity to develop the skills they will need to lead their generation in the 21st century and to promote mutual understanding between the peoples of the United States and Serbia and Montenegro. Upon completion of the program, participants will become part of a network of alumni dedicated to improving their society through community service and promoting civil society.

Linking Citizens with Government and Regional Cooperation and Collaboration

Aim of the program/project

Linking Citizens with Government provides grants to local and national organizations working to improve citizen engagement with government, encourage participatory decision-making and problem-solving, active citizenship, political reform, civic education, monitoring of government performance and other creative and effective projects related to democratic consolidation; and

Regional Cooperation and Collaboration,  which fit the criteria above but are aimed at  projects that foster cross-border and region-wide efforts to share best practices, address common problems of democratic development, and build networks among governments, NGOs, civic initiatives, or other institutions working to improve understanding and cooperation throughout the region.

The Global Opportunities Fund (GOF) has been created to fund projects around the world relating to the FCO's eight strategic international policy priorities.

Diplomatic efforts to tackle drugs and crime are backed up, where appropriate, by funds for bilateral and multilateral project work from the FCO Drugs and Crime Fund (DCF).

FCO Scholarships and Fellowships encourage those who have the potential to become tomorrow's leaders, opinion formers and decision makers to study in the UK.

The FCO's Public Diplomacy Challenge Fund aims to encourage all the UK's diplomatic missions overseas to undertake imaginative and innovative public diplomacy activity in support of their local Public Diplomacy objectives and the FCO's strategic priorities.

Program Title(s)

Local Initiatives Programme (LIP)

Aim of the program/project

The CIDA Local Initiatives Program (LIP) supports civil society organizations in Serbia and Montenegro strengthening them to better influence, and to participate with governments and other society stakeholders.

Areas of assistance

CIDA LIP supports civil society organizations to develop and implement: policies and accountability structures; strategies for sustainable development and advocacy; and, mechanisms for effective planning, monitoring and reporting.

CIDA LIP will support efficient and effective implementation of sustainable projects that meet beneficiaries' needs in the health, education and rule of law sectors

Who may apply?

Project proposals need to be submitted by Civil society organizations (including not-for-profit and nonpartisan local Non-Governmental Organizations and Community-Based Organizations) in Serbia and Montenegro; or in exceptional cases, Multilateral organizations working locally and where the project is implemented in collaboration with local partner(s);

Application procedure and deadlines

Project proposals must be submitted electronically to the CIDA SCG LIP Coordinator in English according to the format provided. Proposals are reviewed on a regular basis and the project decision process for well documented proposals is currently taking around one month.

Minimum-maximum amount for funding

The minimum CIDA LIP contribution is $10,000 CAD and the maximum is $100,000 CAD.

Please note that the majority of the approved projects were allocated funds considerably less than the maximum amount

Project Duration

CIDA LIP co-financed projects normally run for up to one year, but projects of a longer duration will also be considered.

Limitations - What types of activities are not eligible for funding?

Funds will not be allocated for the following activities:

  • Exchanges, study tours, international training and feasibility studies

  • The deployment of international experts

  • Participation in activities outside Serbia

Specific requirements

All projects must stay within the financial limits and be fully viable. LIP funds can be used for co-financing with other donors where the budget lines are clearly delineated, but project contributions must be used for the purposes intended. Approved projects should be unique and should not duplicate, correct or provide simultaneous funding for projects already receiving other contributions from the Canadian government. Where possible, materials and supplies required for projects should be procured locally.

Administrative costs related to a specific project are permitted, but cannot exceed 15% of the overall budget and must be fully justified.

Partner organizations need to provide a substantive project contribution (at least 10% of total budget). The partner contribution must be reflected in an itemized budget and can be in money or in-kind (office space, labor, etc.). Funds received from CIDA LIP must not be used as an organization's contribution in order to receive funding from another group or donor.

All organizations must have a demonstrated capacity to effectively manage the CIDA LIP funds in a timely manner.

The provisions of the Canadian Environmental Assessment Act (CEAA) apply to all CIDA LIP projects. All proposals will be screened according to the CEAA guidelines in order to ensure compliance

Canada Fund for Serbia

Aim of the program/project

The Canada Fund for Serbia was established at the Canadian Embassy as a way of supporting the development of civil society through strengthening democratic, economic, cultural and social life of citizens in Serbia.

Areas of assistance

Projects will be considered in a wide range of sectors, including institutional strengthening, health, education, environment protection, human rights of vulnerable groups, as well as projects that support sustainable democratic development, and so on. Preference will be given to projects which support gender equality, directly influence and are used by women, allowing them to gain experience in work with projects.

The program is intended to strengthen and fund the activities of worthy individuals, non governmental groups and institutions other than recognized international agencies and governmental institutions.

Application procedure and deadlines

Project proposals must have a detailed narrative description for one phase projects stating clearing the objectives and purpose of the project, as well as what results are expected. Approval may be given for more than one project for the same recipient within the same fiscal year or in successive fiscal years, as long as these projects are distinct. Project splitting or creating a number of smaller projects is to be avoided. When applying for the Canada fund there are special guidelines which need to be followed. In order for committee to even consider proposal, all the lines need to be fully justified. Proposals are reviewed on a regular basis (every two-three months) by a committee within the Embassy.

The maximum contribution from the Canada fund is CDN $ 10,000.00 per project.

Limitations

Generally speaking, funding will not be provided to governmental bodies and institutions. However, if the national government maintains exclusive jurisdiction over an area where one would see a local government or non governmental presence in Canada, funds may be approved on an exceptional basis for projects in which the national government or an international agency is the executing agency. In such cases, funding will only be provided if the beneficiaries are outside the government and have no close relationship to the executing agency. Private sector for-profit organizations are not eligible for funding.

Specific requirements

Project contributions must be used for the purposes intended. Approved projects should be unique and should not duplicate, correct, or provide simultaneous Canadian funding for projects already being funded by the Canadian government. Funds should not be presented as the local input of the recipient organization to receive funding from another group. Feasibility studies are not eligible for Canada Funds.

Project funds are to be spent in country. Materials and supplies required for projects are to be procured locally on the domestic market and, where possible and feasible, in the national currency when possible. The program is not intended to provide for extra regional fellowships, scholarships, study tours, direct running costs of the applicant (salaries of employees, rent and utilities), expenses for travel to or from Canada, fees or per diems of consultants or experts, or to benefit privately owned firms of enterprises.

Partnerships for Tomorrow Program (PTP)

Aim of the program/project

The Partnerships for Tomorrow Program Phase II, funded by the Canadian International Development Agency and administered by the Association of Universities and Colleges of Canada, is a small travel grant mechanism designed to contribute to the democratic and economic reform process in the countries of Central and Eastern Europe.

Areas of assistance

The program supports small projects, up to a maximum of $10,000, which aim to build and strengthen partnerships and linkages between Canadians and citizens of Central and European countries. These long term relationships will facilitate the capacity development of individuals and institutions in the Central and Eastern European region while developing Canadian expertise in working with Central and Eastern European countries.

The program is open to participants from all sectors including Canadian and Central and Eastern European institutions, educational institutions, non governmental organizations professionals, businesses, individuals, youth and government (excluding the Canadian federal government).

Application procedure and deadlines

Applications must be received by AUCC by 5 p.m. EST on the 28th of each month. There must be 60 days between the end of the month in which the application is submitted to AUCC, and the start date of the project. For example, for a project planned to take place in June, the application must be submitted to AUCC by March 28th.

Minimum-maximum amount for funding

The program will cover the cost of international travel for Canadian and Central and Eastern European travelers. All travelers are eligible for the cost of international economy airfare, a per diem that covers a portion of the cost of accommodations and meals, and local travel (inter-city travel only), to a maximum of $10,000 per project.

All activities must have a capacity building component and must be compatible with CIDA's programming priorities. Due to the high demand and limited funds available, not all applications submitted will be approved. Funds will be awarded based on a set of criteria that will enable recipients to actively participate in the following types of activities:

  • workshops and conferences;

  • sector specific training;

  • professional exchanges;

  • study tours; and

  • Short-term consultancies.

Program Title

Selection of CEI University Network Joint Programs

Aim of the program/project

The main aim of the Initiative was to help the countries in Central and Eastern Europe in their transition process and their efforts at approaching the EU. The CEI UniNet is a network of universities in the 18 CEI Member States and is based on the principle of mobility of students and teachers at academic level for specific Joint Programmes through teaching grants and scholarship awards.

Applications are to be submitted (both by e-mail and post mail) by 15 January 2008 to the address given in the Call for proposals. Filling in the Application Form properly in all its parts is a pre-requisite for the participation in the Call for Proposals.

All prospective applicants should review the mission, program areas, geographic range, and available funding for the Foundation's programs before making initial contact.

Our grant making is carried out in three ways:

  • We request proposals from organizations with which we have been in contact.

  • We send out occasional requests for proposals (RFPs) that address a specific issue or area of interest.

  • We accept unsolicited requests for projects that fall within our program priorities and guidelines.

Because available funding is limited, letters of inquiry are strongly preferred for unsolicited ideas or projects. Such letters should include a brief description of the project, the funding needed and the time period.

Both general-purpose and project-specific requests are considered. In addition, both single- and multi-year proposals are acceptable.

  • No grants or loans to individuals.

Program Title

Social Transition in Serbia

Aim of the program/project

Grant program Social Transition in Serbia aims to support the process of transition of social care by providing funding to local community-based, non-governmental, non-profit organizations that pro-actively and creatively address social care problems.

Areas of Assistance

Projects should address needs of socially vulnerable groups including: children and adults with disabilities, HIV positive persons and AIDS patients, children and adults with behavioral disorders, individuals suffering from addictions, the elderly, single mothers, women and children - victims of family violence, the homeless, children without parental care, ex-convicts, ethnic minorities, refugees and IDPs etc. regardless of national, religious and gender background. Investments in tangible matters such as renovation and purchase of buildings, furnishing or equipping of spaces to be used for target groups mentioned below, will be considered for support as well.

All registered non-governmental, not-for-profit organizations from Serbia that address issues in the field of social care. National and international organizations located outside of the community in question can act as partner organizations to applicants but cannot benefit from the grant or be the grant recipient. State institutions, governmental entities and for-profit initiatives are not eligible to apply.

Support will not be given for projects with budgets that cover only institutional support for organizations, scholarships, research, printing of publications that are not an integral part of a project. Neither does the program support international travel, study trips, religious topics, and humanitarian aid.

Specific requirements

The project needs to offer solutions that will contribute to positive changes in the current social care system and promote and introduce alternative methodologies and treatments in social service provision (both action and prevention). Priorities will be given to initiatives that:

- can offer a model for others;

- actively involve target groups in realization of activities and promote self-help approaches;

- promote local partnerships and cross-sector cooperation;

- build capacities of local NGOs with significant influence in local community development.

Program Title

Transformation Cooperation Concept

Aim of the program/project

Transformation cooperation dwells in the promotion of democracy and the defense of human rights, it focuses on the establishment and reinforcement of democratic institutions, the rule of law, civil society and the principles of good governance through education, spread of information, views and experience, in particular experience in the field of nonviolent resistance to the totalitarian system and the subsequent process of social transformation, experience of the Czech Republic and other countries of Central and Eastern Europe gained in the 1980s and 1990s.

Transformation cooperation is targeted on countries of priority interest of the foreign policy of the Czech Republic. Its major characteristic feature is, however, systematic cooperation with civil society groups and nongovernmental organizations while contacts with the government authorities in the recipient countries may be deliberately excluded.

Transformation cooperation forms

a) Training activities: study stays and scholarships, seminars, conferences;

b) Publication;

c) Study, work and exchange stays for students and young people, specialists, junior and communal politicians, journalists, representatives of nongovernmental organizations etc.;

d) Cultural events, presentations of cultural and training institutions;

e) Projects launched independently by entities in the recipient countries.

Areas of Assistance

a) Education in the fields of key importance for the process of social transformation (economics, justice and legislation, armed forces and security, education, social system, state administration and local self-government, rehabilitation of political prisoners, reform of special services and of the army, restitutions, privatization, etc.);

b) Promotion of civil society, civil life and relations within local communities, promotion of activities of nongovernmental organizations (in particular in fields important for social transformation), promotion of public engagement in decision-making processes;

c) Promotion of the establishment and work of local independent media, improvement of the standards of work of journalism;

d) Assistance in resolving problems related to undemocratic rule, and/or to the practice of repressive regimes, as well as in reducing these problems or eliminating them, provision of support to persecuted persons or groups (e.g. mediation of material, legal, psychological etc. assistance), promotion of alternative ways of spreading information;

e) Scientific research of aspects of transformation issues (economic, sociologic, socio-psychological, legal etc.) as a direct part of projects of transformation cooperation or their theoretical preparation;

f) Financial support (co-funding) of projects specified in items a) - e) seeking financial means from the funds of the EU or other international organizations

Transformation cooperation with the recipient countries has the form of activities and projects affected on a bilateral or multilateral basis. Activities and projects are realized either directly by the MFA (diplomatic missions abroad) or by partner institutions/organizations in the form of projects partly and completely covered from transformation cooperation funds.

Program Title

Serbia Contingency Planning and Economic Security Program

Aim of the program/project

Strengthen human security in underserved areas and among vulnerable population such as chronically unemployed, redundant workers, youth, rural poor and other marginalized groups lacking opportunities. The SCOPES Economic Security component is aimed at increasing access to economic opportunities, helping small and medium business grow, helping entrepreneurs start new businesses and to helping members of vulnerable population improve their skills so that they are better able to find jobs and provide for their families. The SCOPES Preparedness and Planning component builds capacity of local government, relevant national government units and civil society to plan for and respond to natural disasters and other emergencies. Further, it strengthens networks and linkages for crisis prevention, mitigation and response, promoting coordination among relevant actors at all levels.

Areas of assistance

  • Capacity-building for emergency preparedness and planning, disaster management.

  • Local economic development.

Geographical area

  • Economic Security Program is currently working with seven initial municipalities of Kraljevo, Novi Pazar, Prijepolje, Kursumljia, Bijanovac, Medvedja and Presevo. The total number will be 12-15 municipalities.

  • Preparedness and Planning will work throughout Serbia, in a minimum of 70 municipalities.

Program Title

Regional & Transfrontier Co-operation Programme. The Project relevant within this programme is the 'GPKT' Transfrontier Project Kosovo-Serbia-Macedonia.

Aim of the program/project

The overall objective of the GPKT Project is to foster sustainable inter-ethnic and cross-border practices for systematic co-operation in the Gjilan/Gnjilane-Presevo-Kumanovo-Trgoviste (GPKT) micro-region. This is seen as a concrete underpinning to promoting security and co-operation in the wider region, regardless of the final status of Kosovo. The GPKT Project began in the field in Spring 2003, with the second phase of the Project starting in December 2005 and running until May 2008, supported by the EWI offices in Gjilan/Gnjilane (Kosovo), Skopje (Macedonia) and Vranje (Serbia).

Areas of Assistance

Cross border partnership, multi-ethnic co-operation and peace building, youth, women's rights, media, education, economic and municipal development: EWI undertakes various direct activities through the GPKT Project, and the micro-grant programmes are only one component of a more diverse range of project activity.

Who may apply?

The GPKT Project offers two kinds of micro-grant opportunities for local actors with the aim of providing an opportunity for capacity building and 'learning by doing'. Grants are available for both non-governmental and municipal actors through two separate programmes.

  • For not-for-profit applicants (NGOs, schools, media, etc.), there have so far been three calls for proposals (the last ending 15 March 2007) - any non-governmental actor is eligible to apply, all projects must involve at least one cross-border partnership and all projects must have the GPKT communities as their target beneficiaries.

  • For municipal grants, the first opportunity for these was launched in summer 2007 - only the four target municipalities were eligible to apply, all applications involved a cross-border partnership and targeted the GPKT communities.

Program Title

Balkan Incentive Fund for Culture

Aim of the program/project

Grant-giving in support of independent cultural projects in the Balkan region (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Serbia and Montenegro and Kosovo) continues to be a core commitment of the ECF. In an enlarged EU where there is a lack of accessible funding for cross-border projects, we remain convinced that grants for small to medium-sized cultural organizations are an essential part of developing collaborative practice and boosting the cultural dimension of a richly diverse Europe.

Areas of Assistance

Our current areas of interest are as follows: intercultural competence and collaboration across borders; Increased participation in the arts and the media; and strategies to break cultural isolation; The cultural dimension of EU enlargement; Strategies for change within cultural infrastructures; Creative responses to current political issues; Development of a common public and cultural European space.

Currently BIFC is working on a new set-up of the overall ECF Grants programme. These changes will be implemented by beginning of 2008. More information on the ins and outs of these changes will be available in December. Please check BIFC site regularly for latest updates.

ECF grants usually vary between Euro 5,000 and Euro 30,000. The average project grant is Euro 10,000 - 15,000. The ECF cannot support more than 80% of the project's total budget.

We do not support: activities that focus only on the academic sector or represent traditional approaches to research and education (e.g. school/university exchanges, scholarships, research or education programmes firmly located within a traditional institution); conventional approaches to arts education or art therapy; awards, competitions; folkloric events and projects which focus on conserving European heritage; actions that could otherwise be supported by specialist public and private arts funds (e.g. production costs of a one-off performance or art work, touring of an existing work or operating costs of an organization's regular activities); individual literary works, translations or running costs of an ongoing series of publications or cultural reviews (however, publications documenting your collaborative project may be included in your budget); Initiatives based solely on tourism; Projects that rely entirely on funding from our organization; Organizations whishing to realize a project without strong partners; Please note that festivals will only be supported in exceptional circumstances, where content fits closely with the ECF's current areas of interest.

Priority will be given to professional organizations working in the cultural sector on contemporary projects. We do not support commercial organizations, state institutions, amateur organizations, organizations focusing primarily on education, religion or heritage, or projects organized by student bodies. Individuals, including those seeking scholarship, bursary or residency costs, cannot apply for a project grant. The ECF has two mobility funds which support individual professionals in the cultural sector: STEP beyond and the Roberto Cimetta Fund. Specific requirements

There is no specific requirement regarding the number of countries that should be represented. What we wish to see is evidence of genuine cross-border collaboration in all stages of the project - planning, development and implementation. We are not interested in superficial consortia built for fundraising purposes. Regional and smaller-scale projects are as welcome as pan-European collaborations. However, we will not usually award grants to local or bilateral projects that could be supported through national or regional funds.

As well as relevance to our current areas of interest, we will be looking for the following qualities in your application: originality; high professional standards; strong mutually agreed partnerships; impact (beyond specialist or traditional niches); sustainability; experimentation; accessible and transferable practical results; European relevance; a clear and precise argumentation; a strong communication strategy; a balanced budget with mixed funding.

Instrument for pre-accession assistance (IPA)

The European Agency for Reconstruction's task was to manage the European Union's main assistance programmes (CARDS program) in Serbia (Montenegro, UN-administered Kosovo) and the Former Yugoslav Republic of Macedonia.

Having made the decision to replace the pre-accession funds with the new instrument for pre-accession (IPA), The European Commission, together with the state administration becomes authorized institution in managing the EU pre-accession funds for the period 2007-2013. The new instrument for pre-accession assistance aims to increase the capacity of the state administration, encourage social economic development, and respond to the needs of stabilization and accession process.

IPA is made up of five specialized components: a) transitional assistance and and institution building b)cross-border cooperation, c) regional development, d) human resources development, e) rural development.

Components 1 and 2 target the countries which are potential candidates, while components 1 to 5 target the candidate countries. Republic of Serbia, as well as the other countries, potential candidates for EU membership, will be given an opportunity to use the funds from the first two components. It is also possible to finance the programs/projects from components three, four and five through the first component. The reason for such division between candidates and potential candidates is the lack of appropriate capacities in the potential candidate counties, in managing all the components.

The Ministry of Finance as decided by the Government of the Republic of Serbia, was named as the national IPA aid coordinator. With that in mind, the government of the Republic of Serbia, adopted the Action plan for IPA programming in 2008.

The financial frame for IPA amounts to €11.468 billion, which is the amount allocated by EU member states for aid in 2007 till 2013. More of that on:

Cross border programmes

The Cross border Programmes are instrument of the European Union for support and promotion of cross-border co-operation outside of EU borders. The Programmes focus on promotion of sustainable economic and social development, protection of the environment, fight against organized crime, improvement of border control and promotion of "people-to-people" actions.

The Programmes aim at reducing differences in the levels of development between regions outside of the EU external borders, and at promoting cooperation between local communities as well as in the area of culture. The calls for proposals follow European Union rules for external aid programmes. The funds are distributed through so-called grant scheme mechanisms that enable direct financial grants to beneficiaries. Each programme has its priorities and limitations under which applicants can submit their proposals.

Ministry of Finance, Department for cross border cooperation, is a national institution in charge of programme coordination and implementation, whereas Delegation of the European Commission is Contracting Authority. Local offices have been open in order to facilitate coordination and activities at the local level.

It varies for each call for proposal (by EU standards 60 - 90 days). All information will be announced in due time at the Ministry of Finance's website

Applications received before the due date at the address of the Joint technical secretariat in Pernik, following the European Union procedures, will go through various phases of evaluation and selection by an independent selection panel. A single ranking list will be formed with proposed projects. The most successful applicants will be awarded funds from the European Union. It would be followed by an implementation and project monitoring.

Project duration

Under the current guidelines the program will be running from 2008 until 2009. It is envisaged that one call for proposals will be announced per year.

Improved balanced and cooperative region with sustainable and safe living environment; In this region joint cultural and natural heritage was successfully managed and opportunities in the field of economy and culture have expanded through improvement of entrepreneurial education and cultural relations, resulting in establishment of business and reduction of isolating effects at the borders.
