The Poverty Reduction Strategy paper for Serbia (PRSp) defines poverty as a multidimensional phenomenon which, apart from the insufficient income for covering basic life needs, also entails the lack of access to employment, inappropriate residential conditions and inadequate access to social protection, health, education and public utility services. Other key aspects of poverty also include the lack of access to healthy environment and natural resources, primarily clean water and air.
According to the Household Budget Survey in Serbia, 2006, the poverty line amounted to CSD 6,221 monthly income per consumption unit. According to the survey, 8.8% of population was poor in 2006.
